Agentic AI, an emerging paradigm in artificial intelligence, refers to autonomous systems designed to pursue complex goals with minimal human intervention. Unlike traditional AI, which depends on structured instructions and close oversight, Agentic AI demonstrates adaptability, advanced decision-making capabilities and self-sufficiency, enabling it to operate dynamically in evolving environments. This survey thoroughly explores the foundational concepts, unique characteristics, and core methodologies driving the development of Agentic AI. We examine its current and potential applications across various fields, including healthcare, finance, and adaptive software systems, emphasizing the advantages of deploying agentic systems in real-world scenarios. The paper also addresses the ethical challenges posed by Agentic AI, proposing solutions for goal alignment, resource constraints, and environmental adaptability. We outline a framework for safely and effectively integrating Agentic AI into society, highlighting the need for further research on ethical considerations to ensure beneficial societal impacts. This survey serves as a comprehensive introduction to Agentic AI, guiding researchers, developers, and policymakers in engaging with its transformative potential responsibly and creatively.
Agentic AIs constitute a qualitative leap in the development of artificial intelligence, defined by their capability to set complex goals in a changing and uncontrolled situation and to pursue them through autonomously managing their resources. Most AI systems, however, were built and operated as tools under supervision with restrictions and definitions provided. These systems are good at doing well-defined tasks within certain boundaries but prominently fail whenever the attempted tasks have no end-state or specific parameters to manipulate. Whereas Agentic AIs can be low-level operative, i.e., goal-directed, even in situations where there are drastic changes and multiple such goals to toggle between. One of the factors that motivated the design of Agentic AIs is the necessity for tools able to operate in complex real-world conditions with significant room for flexibility, as in disaster relief, healthcare, and cybersecurity, where sound decisions are needed and chaos is considerable.
Agentic AI includes the class of autonomous AI systems that undertake to finish a set of complex tasks spanning long periods of time without human supervision. It learns context and makes decisions. Such systems are designed to operate with a level of autonomy, allowing them to traverse changing settings, deal with unexpected situations, and optimize performance over time, tied together by autonomy and adaptiveness. Unlike classic rule-based AI, which requires instructions to be performed, and generative AI, which patterns learned information and generates content, Agentic AI features the best of both worlds, with goal-oriented and adaptable characteristics that allow it to accomplish intricate, multi-layered tasks without needing a set of instructions each time.
The objectives of this survey are to explain the foundational concepts, unique characteristics, and core methodologies of Agentic AI, to examine its current and potential applications, to identify technical and ethical challenges, and to propose a framework for safe societal integration. The remainder of the paper is organized as follows. Section II establishes foundational concepts and definitions; Section III presents core characteristics; Section IV reviews development methodologies; Section V examines applications; Section VI provides comparative analysis and benchmarking; Section VII discusses technical challenges and limitations; Section VIII addresses ethical, social, and governance considerations; Section IX presents current frameworks for safe integration; Section X identifies open research challenges and future directions; and Section XI concludes with key findings.
Within the AI ecosystem, Agentic AI occupies a space between purely reactive, narrowly rule-based AI technologies and broader ideas about AGI, performing the essential function of enabling autonomous decision-making within defined boundaries. Rather than following strict guidelines like other robotic AIs, Agentic AI systems exhibit rationalism enabling each system to reason and adapt to different scenarios sufficiently to accomplish goals, and are seen as a potential anchor for tasks requiring high levels of interaction, such as autonomous devices, collaborative robots, and interactive decision-support systems in finance and healthcare. The survey compares Agentic AI against traditional AI (rule-based, instruction-driven), generative AI (generating content from learned patterns), classical agents, and reinforcement learning agents, showing that the agentic paradigm surpasses them with goal-oriented, adaptable characteristics suited to intricate, multi-layered tasks.
The technical foundations of Agentic AI rest on three key components: reinforcement learning, which lets agents learn optimal policies through environmental interaction; goal-oriented architectures that decompose high-level goals into sub-tasks; and adaptive control mechanisms that adjust behavior in response to changing conditions. Together these components grant agentic systems strategic planning, information processing, and problem-solving capabilities in dynamic environments, expanding AI from passive and reactive operation toward strategic planning once the right conditions are met.
Autonomy is one of the most sought-after qualities of Agentic AI, especially needed where complex multi-goal scenarios are involved. While traditional AI systems focus on completing one task with simple programmed input-output requirements, agentic systems can move through multiple tasks and shift from basic goals to multiple complex end goals, with self-governance that does not mandate continual human supervision. Autonomy here is not limited to completing a single aim; lesser goals and individual strategies are substituted to meet larger long-term goals, as in autonomous robotics traversing from one point to another while diverting around obstacles and respecting task hierarchy, time frames, and safety standards.
Other core characteristics include the capacity to operate within varied and changing circumstances with rapid adaptation to environmental, data, and user-demand shifts, and independent context-aware decision-making, as in self-driving cars that learn new road designs and anticipate other drivers' behavior. The comparative analysis concludes that these characteristics — autonomy, goal complexity, environmental and operational complexity, independent decision-making, and adaptability — distinguish Agentic AI from its predecessors and enable it to carry out intricate objectives decomposed into sub-tasks that fit autonomously into an adjustable operational strategy.
The survey reviews architectural approaches to agentic AI development, including single-agent, multi-agent, and hierarchical models that break decision-making into layers, where the system focuses on general goals and distributes particular actions to subordinate agents — as in a smart city where a hierarchical agent oversees traffic while local agents manage individual intersections. It compares learning paradigms — reinforcement learning, deep learning, transfer learning, and meta-learning (learning to learn) — for their fit to agentic systems, and reviews methodological advances such as federated learning and edge AI, training and evaluation techniques, and the tools and frameworks supporting the construction and assessment of these systems.
The comparison shows each learning paradigm has strengths and limits: reinforcement learning excels in interactive environments but is computationally expensive; transfer learning leverages past lessons for new tasks; meta-learning grants flexibility in novel environments with little retraining. On training and evaluation, the survey stresses realistic simulation and safe testbeds before deployment, concluding that methodology choice must match the application domain, resource constraints, and safety requirements.
The survey examines industrial applications of Agentic AI in healthcare (assisted diagnosis and personalized treatment plans), finance (algorithmic trading and fraud detection), and manufacturing (adaptive automation and predictive maintenance), alongside human-AI collaboration where agentic systems take on operational tasks while people handle more complex strategic roles, and adaptive software systems that self-adjust behavior in response to changing conditions. It also highlights emerging application areas such as smart cities, disaster management, and space exploration, and presents scenarios demonstrating adaptability under real-world conditions.
The advantage of deploying agentic systems in real-world scenarios lies in reallocating human effort, increasing productivity, and operating where human presence may be undesirable or dangerous, potentially transforming job structures toward concerted human-machine work. The survey cautions, however, that these benefits are conditional on addressing alignment, safety, and governance challenges, and that application success depends on careful design of autonomy boundaries and appropriate human oversight for each domain.
The survey presents comparison metrics for evaluating agentic AI implementations, covering autonomy, adaptability, goal-achievement efficiency, robustness, and explainability, along with case studies comparing different implementation frameworks across domains. It reviews benchmarks and datasets used to evaluate agentic systems, outlining relative strengths and weaknesses of each approach and stressing that systematic comparison is essential for selecting suitable solutions and measuring progress in this fast-moving field.
The critical evaluation of existing literature concludes that most current benchmarks target narrow, well-defined tasks and fail to capture the long-horizon, multi-goal nature of agentic systems, with gaps in metrics for emergent behaviors, multi-agent coordination, and value alignment. The survey therefore calls for comprehensive benchmarks reflecting true deployment complexity, including open-ended and adversarial scenarios that test robustness under uncertainty.
The survey identifies four major technical challenges: goal alignment and complexity, where autonomous systems may pursue objectives conflicting with human interests; environmental and situational adaptability, since most models fail to generalize across environments without retraining; resource constraints, as expensive algorithms like deep reinforcement learning demand enormous compute and energy; and scalability, where deploying systems in large-scale complex environments imposes new demands on algorithms, architectures, and hardware. These challenges intensify in time-critical applications such as autonomous vehicles and smart grids requiring real-time data processing and decision-making.
To address these limitations, the survey reviews promising directions including decentralized and hierarchical architectures, distributed processing over cloud and edge computing, federated learning, energy-efficient algorithms such as sparse neural networks and quantized models, and neuromorphic processors and AI accelerators. It stresses, however, that achieved progress only partially solves the problem, and that scalability and efficiency will remain active research issues as real-world environments grow more complex.
The survey addresses accountability and responsibility amid growing agent autonomy and the difficulty of attributing outcomes of AI-enhanced acts, proposing an AI responsibility chain separating stakeholder roles across development and deployment. It discusses bias, fairness, and transparency, stressing that explainable AI techniques are essential for user trust especially in sensitive sectors like healthcare and finance; privacy and security issues from operating agentic systems on sensitive data, including baseline processing restrictions such as differential privacy and secure database access; and regulatory and legal perspectives, covering the EU Ethics Guidelines for Trustworthy AI, the GDPR, and efforts by IEEE and the Partnership on AI.
The survey concludes that ethical and legal diversity across societies is a critical barrier to global frameworks, and that universal ethical principles — equity, non-maleficence, beneficence — can ground alignment above local differences. It calls for an internationally operating AI coordinating entity to harmonize regulations and safety standards across countries and industries, with adaptive regulatory regimes responsive to technological developments, plus research on contextual ethical frameworks enabling systems to adjust decision-making style to context.
The survey reviews safety protocols for agentic systems, including sandboxed testbeds, safe operating bounds, and emergency shutdown procedures; monitoring and control mechanisms enabling continuous human oversight and intervention when behavior drifts from delegated goals; and transparency mechanisms making decision processes scrutable to third parties. It presents case studies of governance approaches, showing how abstract principles translate into operational practices across sectors.
The survey stresses that effective governance starts at the governance level by framing agentic systems as tools for fulfilling regulatory obligations, and that a tiered integration model — from periodic digital-footprint audits for small operators to dedicated threat-intelligence functions for large organizations — lets bodies of all sizes adopt these systems safely. It further notes that self-recovery mechanisms and real-time learning must be designed carefully to balance resilience with computational stability and maintenance.
The survey identifies six major research directions: enhanced adaptability and resilience through meta-learning, transfer learning, context-aware learning algorithms, and multi-modal learning; improved goal alignment with human values through inverse reinforcement learning (IRL) and cooperative IRL; integration into living software and cyber-physical systems; ethical frameworks and global standards; theoretical advances in AI agency including multi-agent coordination, long-term goal management, moral reasoning, self-awareness, and meta-cognition; and scalability and efficiency through decentralized architectures, distributed processing, and energy-efficient hardware.
The roadmap concludes that the future of Agentic AI depends on addressing current limitations and expanding applicability, prioritizing: IRL frameworks aligning objectives with societal values; decentralized architectures and federated learning for scalability; meta-learning for adaptation without retraining; energy-efficient hardware and algorithms; universal ethical standards and transparency mechanisms; and systems capable of real-time learning without disrupting ongoing operations. By addressing these areas, future research can enable Agentic AI to achieve its full potential across industries while mitigating risks.
This survey has explored the foundational characteristics, methodologies, applications, challenges, and future directions of Agentic AI. Key findings highlight that Agentic AI represents a significant advancement in artificial intelligence, characterized by autonomy, goal-oriented behavior, and adaptability across diverse environments. We have identified core applications in industries such as healthcare, finance, and manufacturing, where Agentic AI's ability to make context-aware, autonomous decisions offers transformative benefits. However, deploying these systems in real-world scenarios introduces challenges such as scalability, resource constraints, and ethical concerns, all of which require robust solutions to ensure safe and effective AI deployment.
Agentic AI holds transformative potential across numerous sectors, promising advances in automation, decision-making, and human-AI collaboration. As these systems evolve, they are poised to tackle complex tasks autonomously, significantly expanding the scope of AI applications in both structured and unstructured environments. By combining adaptive learning, robust reinforcement mechanisms, and real-time responsiveness, Agentic AI systems can deliver dynamic solutions that enhance productivity and efficiency. However, with increased autonomy comes the responsibility to address ethical considerations and ensure accountability, transparency, and fairness. As Agentic AI continues to evolve, it is essential that these systems are developed with a clear focus on ethical alignment, resilience, and regulatory compliance to prevent potential misuse or unintended consequences.
