Future generation communication systems are exemplified by 5G and 6G wireless technologies, and the utilization of integrated air-to-sea (A2S) communication infrastructure is employed to extend network coverage and enhance data throughput to support data-driven maritime applications. These ground-breaking techniques have promoted the rapid development of the maritime internet of things (MIoT). In particular, the integration of air base stations (ABSs) in the MIoT can achieve broadband, low-delay, and reliable wireless transmissions. Considering the potential of ABS-enabled communications, this survey presents the state of the art in the A2S integrated MIoT. More specifically, relevant A2S integrated MIoT architectures are discussed together with the role of their building blocks. Next, we introduce the enabling technologies, including the sensor, communication, data processing and storage, and security and privacy protection techniques. Then, resource allocation, cloud/edge computing and caching, routing protocols, and spatial location optimization in the maritime environment are discussed and grouped based on their performance targets. Additionally, we also show the potential applications of the A2S integrated MIoT in marine environment monitoring, traffic, navigation safety, and resources management. Finally, several future challenges in the area of the A2S integrated MIoT are given, related to the technical security, reliability, and energy efficiency, etc.
Currently, marine equipment and vessels are often isolated; they cannot effectively exchange information, hence they cannot work together effectively. Building the maritime internet of things (MIoT) enables real-time connectivity and information sharing among devices, enhancing marine-equipment efficiency and security. The MIoT is a network system connecting ships, marine equipment, sensors, etc., using modern communication and information technologies for interconnection between marine and other equipment [2]. By collecting, transmitting, processing, and applying data, the MIoT provides real-time monitoring, remote control, and intelligent decision support for comprehensive awareness, intelligent management, and collaborative work of maritime objects. The MIoT stems from modern science and technology development and the need for in-depth marine-resource development [3, 4]; with flourishing AI, big data, and IoT, it has become a major force driving the marine economy [5].
Wang et al. [6] showed the MIoT is a special IoT system differing greatly from land IoT in connection methods, device types, and data transmission, and the marine environment's complexity and variability make MIoT construction and application broader and far-reaching [7]. Xvz et al. [8] noted the MIoT must account for limited maritime communication, the complex marine environment, and operator safety, while its application field expands daily as a key support for marine-economy transformation and maritime power [9].
Since air-to-sea (A2S) integrated communication is crucial in the MIoT, we introduce this technology seamlessly connecting air resources such as drones with marine equipment, ships, and ground resources [10]. Madha et al. [11] relied on traditional coastal base stations (CBSs) — limited coverage, low transmission efficiency, poor flexibility. A2S integrated maritime communications instead offer: wide coverage via satellite communication (SC) reaching deep-sea areas far from land [12]; strong real-time capabilities minimizing data-transmission (DT) delay for monitoring, control, and decision support [13]; high bandwidth and large capacity for high-speed MIoT traffic [14]; and flexible scheduling allocating communication resources across areas and tasks as needed [15].
With growing maritime activity, maritime communication technology is strategically immense [16]; yet complex, variable environments and inconsistent standards leave it lagging land communications. The MIoT relies on reliable networks for data transmission and exchange [17] — SC, wireless sensor networks, cellular networks — covering vast oceans [18]; efficient networks enable real-time DT and remote control for diverse scenarios. The MIoT is driven by marine resource development and management, shipping safety, environment monitoring and protection, cross-border cooperation, and scientific progress [19, 20], playing a growing role in the marine industry and environmental protection [21].
As information technology advances, the spatial scope of information services keeps expanding, with space-, sea-, and ground-based network services emerging and demand for multi-dimensional comprehensive information resources growing. A2S integrated communications provide an airborne middle layer complementing terrestrial and satellite coverage, overcoming ground base station (BS) range and distribution limits [40].
Despite many articles on A2S maritime prospects, shortcomings remain: first, ground-BS distribution and distance limits may constrain maritime coverage, with unstable or unavailable connectivity far offshore; second, many interference sources (atmospheric effects, surface reflection, ship structures) attenuate signals and hurt quality and reliability; third, offshore equipment faces energy and computing constraints limiting complex communication protocols.
Interest in maritime activities is rising, and currently deployed communications infrastructure (CI) cannot meet emerging use-case needs; A2S integrated technology complements ground and satellite segments with unique coverage and efficiency advantages. Considering A2S–MIoT integration, this survey provides supplements on the technology, introducing key techniques and analyzing their algorithms: we detail the MIoT and A2S technologies, discuss sensor-technology types and functions, analyze resource allocation, computing, caching, routing, and spatial-optimization techniques, and review applications and related algorithms.
This survey is structured as follows: Section 2 covers MIoT key technologies, A2S integrated techniques, and the integrated architecture; Section 3 the key application technologies (resource allocation, cloud computing, caching, routing protocols, spatial location optimization); Section 4 applications across fields (marine environment monitoring, maritime traffic and navigation safety, marine resource management); then Section 5 challenges and future development; and Section 6 concludes.
Maritime activities rely on heterogeneous network topologies for secure, reliable communications in highly mobile, unstable environments. Next, we introduce the MIoT's key technologies, the wide use and role of ABSs, and analyze the A2S integrated MIoT architecture with its specific applications.
Given heterogeneous maritime network segments, different sensor technologies (STs) and communication technologies (CTs) are used to suit environments and propagation characteristics [43]. IoT integrates sensing, communication, and embedded technologies, with its own data-processing and storage methods [44]. (1) Sensor technology: the MIoT's foundation for monitoring environmental parameters (temperature, salinity, currents) and equipment status, including chemical, physical, and underwater acoustic sensors. (2) Communication technology: satellite, cellular, wireless sensor networks, and underwater acoustic links, chosen by range, bandwidth, and environment. (3) Data processing and storage: aggregating big data from distributed nodes for operational insight. (4) Security and privacy: threats include eavesdropping, man-in-the-middle, private viewing, disruption, and inference attacks — requiring encryption, authentication, and privacy protection.
In an A2S integrated network, UAV-carried communication equipment serves as the ABS — low-cost, easily deployed, on-demand — widely used in military rescue, emergency communication, and commercial aviation. An ABS typically comprises an antenna, transmission device, frequency converter, processor, and communication interface [77], connecting mobile devices to ground-BS or SC networks to maintain in-flight connectivity. Successful applications include covering major maritime events, search-and-rescue support, and extending cellular coverage to coastal waters.
The A2S integrated MIoT is Internet-based, networking objects and devices across ocean, land, and air — a system architecture for marine-environment perception and DT [89]. It connects air/ground sensor devices, data centers, communication networks, and MIoT devices, enabling data acquisition, processing, and distribution via IoT platforms [62]. Main parts: (1) perception layer: sensor nodes collecting environmental and operational data; (2) network layer: A2S, satellite, and terrestrial links transporting data; (3) application layer: analytics and decision-support services for operators and authorities.
To support the huge DT and communication loads of marine equipment and sensors, two key techniques are used — device-to-device (D2D) and non-orthogonal multiple-access (NOMA) — plus network coordination. D2D enables direct communication and information exchange among marine devices and sensors without a central server, improving efficiency and reliability [99]: faster responses via short-range links, less congestion, lower transmission delay. NOMA raises spectral efficiency and connectivity by transferring multiple users' data simultaneously on the same time/frequency resources [104] — unlike FDMA/TDMA — distributing data across power levels [105]. Achieving coordination across airborne, surface, underwater nodes, users, and vessels [112–114] requires intelligent sensing/decision systems (radar, sonar, cameras) for real-time situational awareness and adaptation to dynamic maritime/atmospheric environments.
Organizations such as China Mobile Communications explore Mobile Edge Computing (MEC) in integrated systems [115], pushing compute resources and services to the network edge for low latency and high throughput — e.g., intelligent traffic-management systems monitoring and optimizing traffic via real-time edge processing. Germany's Ullens Group ran a research project with the same technique. Data caching stores frequently accessed data on neighboring nodes to cut access latency [124]: a node first checks its local copy, then queries neighbors and caches for future use — addressing bandwidth limits and transmission delays in the complex marine environment and unstable links.
Common routing protocols include end-to-end transmission, cluster routing, and opportunistic routing. (1) End-to-end and cluster routing: data travel source-to-target multi-hop through intermediate nodes [128, 129], while cluster routing organizes nodes into clusters whose heads aggregate and forward data. (2) Opportunistic routing: DT via transmission opportunities without direct inter-node communication [135] — time- or space-overlap opportunities: data-topology construction (local caching, opportunity profiling), then hop-by-hop forwarding as opportunities arise. Table 4 in the original paper compares routing algorithms (Epidemic, Direct Delivery, MaxProp, Spray and Wait, Prophet, BubbleRap) with advantages and disadvantages.
Trajectory optimization improves MIoT node movement paths for more efficient data collection, communication, and resource use — finding the best node path under constraints to serve goals such as sensing coverage, energy saving, and delay reduction. Multi-ABS deployment optimization places multiple ABSs optimally for maximum communication coverage and transmission efficiency, using graph theory and convex optimization, particle-swarm arithmetic, game theory, genetic algorithms, clustered deployment, and heterogeneous network collaboration [40, 71, 75, 78, 88, 123, 128, 136], as Table 5 summarizes goals and methods.
The MIoT has strong system power and is applied across many fields; the following practical cases demonstrate its applications in the A2S environment.
Using the MIoT to monitor and protect coral-reef ecosystems is a concrete example: reefs threatened by climate change, pollution, and human activity are monitored via sensor networks and DT systems. Buoy-mounted sensors measure water temperature and quality, nutrient concentration, pH, and marine-life distribution, communicating wirelessly with UAVs, underwater robots, and sea devices to collect data in real time — stored and analyzed to support protection and management decisions.
(1) Ship monitoring system: onboard sensors and communication equipment enable real-time monitoring of position, speed, and heading, transmitted to the land monitoring center to track courses and avoid collisions. (2) Ship health monitoring system: onboard sensors and acquisition equipment monitor machinery, electrical, and other equipment status in real time; the system auto-identifies faults and anomalies, issuing early maintenance warnings to ensure normal operations. These systems support navigation safety in congested waterways and bad weather.
The MIoT helps manage fisheries and develop marine resources, reducing waste and supporting sustainability: (1) Fishing-vessel positioning and monitoring: real-time tracking of positions, speeds, and headings improves safety and management efficiency and flags anomalies such as illegal fishing or restricted-area entry. (2) Marine environmental monitoring: water-quality and meteorological sensors collect data supporting fishery-management decisions and ecosystem protection — balancing economic exploitation with resource conservation.
The MIoT, connecting ships, buoys, sensors, and shore infrastructure, faces technical-security and sustainability challenges. Ensuring reliable transmission, exchange, communication, and system sustainability requires comprehensive solutions. Security challenges: protecting huge data volumes and exchanged information (fishery data, vessel positions) from hacking, tampering, and breaches — eavesdropping, man-in-the-middle, private viewing, disruption, and inference attacks. Sustainability challenges: limited offshore-node energy, difficult maintenance, high operating costs — demanding energy-efficient techniques, energy harvesting, and intelligent resource management.
The A2S integrated MIoT deepened aviation–maritime integration but faces formidable challenges: limited ABS endurance, restricted communication range, and data-processing issues. Countermeasures: first, advanced energy-management technologies for endurance limits — solar charging collecting daytime energy and fuel cells — plus trajectory optimization cutting consumption; second, range extension via cooperative relaying and directional antennas; third, distributed processing via edge computing to offload link burdens.
Introducing ABSs into the MIoT allows greater deployment flexibility and dynamic resource provisioning, aligning with 6G ubiquitous-connectivity goals. Supplementing onshore and satellite deployments with an intermediary airborne stratum addresses land-station coverage limits and mitigates satellite latency and narrow-band links. This survey demonstrates the A2S integrated MIoT's role: connecting ships, marine equipment, and sensors for information collection, transmission, processing, and application — solving limited maritime communications, quality, and capacity problems and strongly supporting MIoT construction and applications.
Future directions include integrating AI and machine learning into resource allocation and spatial optimization, developing routing protocols adaptive to maritime dynamics, strengthening cybersecurity and privacy protection, and improving energy efficiency to extend network lifetime — advancing the marine economy's digital transformation.
