Abstract

This research investigates the optimal integration of Blockchain Technology (BT) in Supply Chain Management (SCM) within Chile's maritime ports. Utilizing fuzzy Logarithmic Methodology of Additive Weights (LMAW) and Double Normalization-based Multiple Aggregation Methods (DNMA), the study systematically identifies, prioritizes, and ranks key factors influencing BT adoption in SCM. The study's findings highlight crucial factors like enhanced transaction security, good supply chain practices, and risk management. Furthermore, it ranks the application of ports as prime candidates for BT integration. The research contributes theoretically by developing a hybrid model combining MCDA methods, and practically by guiding the strategic application of BT in the maritime logistics sector, aligning with the principles of Industry 5.0. This paper presents a novel approach exploring BT utilization in maritime supply chain management, incorporating MCDA in a vague environment, defining new contexts in theoretical and practical literature for extending BT use in Chilean ports to increase the efficiency and effectiveness of all operational aspects.

1. Introduction

Seaports are configured as complex systems where physical interactions and information exchanges are established between multiple actors, public or private, performing varied operational and logistical functions vital to daily port-operator functioning [1] — from terminal-security supervision and state cargo control to storage, consolidation, stacking, stowage, stevedoring, and container transport [1, 2]. Each port is part of an integrated logistics chain for perishable and non-perishable trade; ports play a strategic national role and, facing growing international demands, have embedded sustainable environmental policies into strategies and operations requiring advanced technology [3].

The "smart port" concept is used in research with Industry 4.0 principles [5], describing a system committed to environmental sustainability, logistics efficiency, cost-effectiveness, and the urban-environment relationship [1, 6]. Ports evolved by integrating cyber, technological, and sustainable elements into logistics chains [4], improving information systems and adopting cleaner energy [7]. Yet the smart-port definition lacks consensus due to complexity, evolving technology, stakeholder diversity, location-specific strategies, and absent global standards [9].

With technological advancement, the port industry adopted fourth- and fifth-generation paradigms. Importantly, the transformation towards the smart industry differs in nature from the changes observed over the traditional port generations [4]. Unlike Industry 4.0, Industry 5.0 seeks solutions addressing social and environmental concerns too, conceiving ports as collaborative systems where all logistics actors work together for competitiveness [10, 11], with a holistic vision embracing hyper-connectivity across technological, social, environmental, and economic aspects [12, 13].

1.1. Research Gap of the Study

The research gap in blockchain integration in maritime-port SCM within Industry 5.0 stems from too few comprehensive studies addressing the socio-economic and environmental ramifications of implementation. As interest grows, its alignment with Industry 5.0 principles — human-machine collaboration, sustainability, societal well-being — must be examined, including effects on employment patterns, labor dynamics, and income distribution among port workers and stakeholders, plus regulatory and governance challenges.

1.2. Contribution of the Study

The contribution is applying hybrid MCDA methods in an uncertain environment to help decision-makers (DMs) better implement BT in Chilean-port SCM under Industry 5.0. Aimed at researchers, supply-chain professionals, port operators, blockchain experts, and decision scientists, the study first identifies influencing factors, prioritizes them with LMAW, then ranks ports with DNMA to determine implementation readiness — increasing the efficiency and effectiveness of all operational aspects.

2. Background

This section describes the port system and data system, then reviews literature on blockchain challenges in maritime ports and multi-criteria decision-making methods in blockchain-operated port systems.

2.1. Description of the Port System

The port is described as a cyber-social-technological-cognitive system where physical infrastructure, information systems, human actors, and regulatory frameworks coexist. Terminal operators, customs authorities, shipping lines, clearing agents, and logistics providers exchange cargo, information, and documents through interlocking processes requiring precise coordination. Port performance directly affects national-export competitiveness, making digital modernization a strategic priority.

2.2. Data System

Port operations generate huge data volumes via terminal-management systems, single windows, and IoT devices — yet fragmented across legacy systems with different standards and formats, worsening data silos. Blockchain offers a shared tamper-proof ledger recording, processing, and tracking each transaction transparently and reliably in real time in a decentralized, highly secure system fostering actor collaboration via smart contracts [16]. Its feasibility is evidenced by platforms such as Maersk–IBM TradeLens (2018) and the ports of Singapore, Hamburg, Antwerp, and Rotterdam [17–19].

2.3. Literature Review

Studies address maritime-port blockchain challenges: legal adaptation and standardization, change resistance, high costs, interoperability, data privacy, and governance support. MCDA methods (AHP, TOPSIS, BWM, LMAW, DNMA, among others) have ranked technologies and ports — but few combine a fuzzy environment with the Chilean-port context and Industry 5.0 principles, the gap this study fills.

3. Materials and Methods

This section presents the two methods used, the reason for choosing them, and the relationship between blockchain technology, port SCM, and Industry 5.0.

3.1. Methods: Fuzzy LMAW and DNMA

The fuzzy Logarithmic Methodology of Additive Weights (LMAW) derives criteria weights from experts' linguistic assessments via fuzzy numbers — building the decision matrix, converting fuzzy numbers to crisp values, and computing the weight-coefficient vector. The Double Normalization-based Multiple Aggregation (DNMA) method ranks alternatives (ports) through linear and vector normalization followed by multiple aggregation functions, balancing average performance and dispersion for a robust ranking.

3.2. Reason for Using These MCDA Methods

Fuzzy LMAW was chosen for handling expert-judgment vagueness with weight stability under parameter changes; DNMA for combining linear and vector normalization to reduce ranking bias. They complement each other: the first weights factors, the second ranks ports on those weights — a hybrid model novel to this context.

3.3. Relationship between Blockchain Technology, SCM in Port, and Industry 5.0

Blockchain in the port logistics chain records, processes, and tracks each transaction transparently and reliably in real time, boosting operational efficiency and providing reliable data for secure, effective Industry 5.0 transaction management [20]. Its traits — decentralization, transparency, immutability — fit Industry 5.0's human-centric holistic vision embracing technology–society–environment–economy hyper-connectivity, supporting sustainability, participatory governance, and customer satisfaction through efficient operational and logistics planning [15].

4. Results

4.1. Delphi Method

The Delphi method — expert-consensus research via repeated questionnaire rounds — identified 22 factors influencing port selection for BT application, guided by Industry 5.0 literature integrating Industry 4.0 technology with human values to address wider societal, environmental, and energy challenges, emphasizing humans as vital players rather than mere users, personalization through human-robot interaction, and an expansive regulatory landscape for data sharing and work practices.

4.2. LMAW and DNMA Analysis

The decision matrix was built from decision-makers' linguistic-scale answers with the coefficient set at 0.5, then fuzzy numbers converted to crisp values and the weight vector computed. Final weights ranked improved transaction security, supply-chain best practices, and risk management as most influential. Ports were then ranked with DNMA via the initial matrix, linear/vector normalization, and multiple aggregation: Valparaiso first, followed by Coquimbo, San Antonio, then Lirquen — highlighting Valparaiso's strategic importance to Chile's maritime-transport-system modernization.

4.3. Sensitive Analysis

To test robustness, the fuzzy-LMAW coefficient was varied from 0.1 to 1 to measure weight-change tolerance; large variation would mean unreliable results. The analysis showed overlapping weighting factors and overall ranking stability, confirming reliability. "Supply chain best practices" and "improved transaction security" were omitted from some scenarios because studied ports remain in Industry 4.0 adoption, focused on automation and digitization without yet prioritizing blockchain's operational advantages.

5. Discussion

5.1. Technical Aspects

The process ran in phases: factor identification and prioritization (22 Delphi factors, then five key factors via fuzzy LMAW), then port ranking (DNMA on derived weights), with the port of Valparaiso top priority. These results guide strategic BT application in maritime logistics, showing where investment yields the highest operational and security returns.

5.2. Strategic Challenges

To explore characteristics influencing port operational strategies via technology, blockchain/Industry 5.0 strategic dimensions were scrutinized through an in-depth literature review classified under the PESTA framework (Political, Economic, Social, Technological, Environmental). Politically-legally, regulatory compliance and digital-responsive governance models are needed; socially, change resistance and stakeholder engagement; economically, cost reduction and efficiency; technologically, integration and interoperability; environmentally, paper-use reduction and eco-friendly supply chains.

6. Conclusions

This paper presented a novel approach exploring BT utilization in maritime supply chain management with MCDA in a vague environment. Theoretically, it defined new literature contexts for extending BT use in Chilean ports under Industry 5.0 and developed a hybrid fuzzy-LMAW/DNMA model. Practically, it ranked influencing factors (transaction security, best practices, risk management foremost) and ports (Valparaiso first), guiding decision-makers toward better BT implementation that raises operational efficiency and effectiveness.

Future research should cover additional ports with broader stakeholder views, test the hybrid model in other logistics sectors, and study the long-term socio-economic effects of port blockchain adoption along the Industry 5.0 path.
